MINUTES OF THE MEETING OF SUDBROOKE PARISH COUNCIL HELD ON THURSDAY 5TH DECEMBER 2018 IN THE VILLAGE HALL, SUDBROOKE.
 
PRESENT: Councillors Peter Heath (Chairman), Bob Waller (Vice-Chairman), Andy Cottam, Mrs Lyn Etheridge, Paul Rignall, Ian Russell, Mike Turnbull, County Councillor Mrs Sue Rawlins, Two residents of the village, Christine Myers (Clerk), Bridget Solly (Treasurer)
 
139 – 18/19 PARISHIONERS ITEMS
 
A resident attended the meeting regarding his concern about overgrown hedges in the village and recent publicity afforded to the unauthorised cutting of a residents hedge – a matter which was due to be discussed as a complaint in closed session. The resident agreed that the matter could be discussed openly at this time. The Chairman pointed out that the Parish Council from time to time raise the awareness of overhanging hedges by bringing it to the attention of residents in Sudbrooke News but that the Parish Council nor the County Council have any legal right to undertake the cutting back of residents hedges.
 
County Councillor Mrs Sue Rawlins updated the meeting regarding issues raised over many months about an overgrown hedge in St Edward’s Drive.
 
A resident attending the meeting outlined plans of a proposed extension to his property which were noted.
 
Concern was raised about the excavation of the lake to the rear of Wragby Road.
 
A resident had drawn attention to lighting on Scothern Lane stating that is was unsatisfactory. The Clerk would enquire with LCC Highways as to when the lighting would be upgraded to LED.
 
140 – 18/19 APOLOGIES
 
The resignation from the Parish Council of Mrs Gina Thompson was noted.
 
141 – 18/19 TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEM ON THE AGENDA

142 – 18/19 NOTES OF MEETING HELD ON 1ST NOVEMBER 2018 TO BE APPROVED AND SIGNED AS MINUTES

143 – 18/19 POLICE MATTERS

144 – 18/19 COUNTY COUNCILLORS REPORT
 
CC Sue Rawlins reported:-
 
That additional funds had been made available to special schools in the county to enable children not to have to travel so far.
 
Visit Lincolnshire are trying to promote the county for tourism.
 
145 – 18/19 DISTRICT COUNCILLORS REPORT
 
DC Bob Waller reported that a Leisure Centre was being planned for Market Rasen.
 
146 – 18/19 REPORTS ON MATTERS OUTSTANDING
 
     a)     Village Sign – Northing further to report – matter to be reviewed in New Year.
 
     a)      Christmas tree Event, 25.11.2018 – The Chairman reported that this had been a successful event with £169.50 being raised.
 
     b)     Grass cutting – Church Lane/Nettleham Lane – This had now been cut satisfactorily.
 
     c)     Jubilee Garden – To consider any further works/maintenance of the area
 
          A resident had suggested that a plaque be sited in the Wild flower patch indicating that it was a wild flower area. That the Carving Club be asked if they would be able to make such a plaque which would be in keeping with the other carved seats/posts in the area - unanimously Resolved.
 
     d)     Unadopted stretch of West Drive – request to JJDL to erect barrier – a reply received from the developers read as follows:-
 
‘We have checked back through correspondence with regards to this section of West Drive and we agree that the possibility of installing bollards was discussed at a meeting that took place prior to making the planning application for our development, this item was not included in the application as our solicitors advised us that we could not carry out the work as the land is unregistered. We consider that we have done all we can by installing signage confirming no entry to construction traffic, it should also be remembered that we did have directional signage put up through the village to ensure all deliveries followed the approved route but all these signs were removed.’
 
Members discussed the matter at length, taking into account some objections received from residents living on Main Drive who had legal access along that stretch. It was considered that the matter had been taken as far as possible and that the Parish Council could take no further action. However suggestions to residents living on the unadopted stretch was that they could erect some permanent signage requesting that those using it drive with consideration for residents or signage indicating ‘Private road, authorised access only’.
 
Unanimously Resolved as above.
 
147– 18/19 PLANNING MATTERS
 
     a)     Park development:-
 
          i. Traffic Management Plan – Reports continued to be made of the TMP not being adhered to and heavy vehicles using West Drive at speed. These reports had been passed to the Enforcement Officers at WLDC and Development Management Officer at LCC.
 
          ii. Update on development – It was hoped that a meeting could be arranged in the new year with the developers in order to update on the development and on environmental proposals due under phase 1 and your overall future plans /programme.
 
     b)     Sudbrooke Neighbourhood Plan – This had made good progress to date, comments from the consultation had been taken into account and the draft plan updated. It would shortly be sent to WLDC for consultation followed by a referendum.
 
The Chairman made particular thanks to Mrs Barbara Bingham, Co-ordinator, and members of the Steering Group.
 
     c)     Application 138553 – land to west of 56 Scothern Lane – to vary condition 4 of planning permission 136494 granted 21 September 2017 re garage position – This had been viewed by members and no objections/comments made.
 
     d)     Application 138533 – 57 Holme Drive – single storey rear extension and internal alterations – this had been viewed by members and no objections/comments made.
 
148 – 18/19 TREES AT PARK GATES – TO CONSIDER WHETHER ANY TRIMMING BACK IS REQUIRED
 
Councillor Ian Russell had inspected the trees and considered that some trimming was required.
 
That Councillor Ian Russell meet with an Arborist to discuss the works and obtain a quotation unanimously Resolved.
 
149 – 18/19 BECK ADJACENT TO NEW PLAYING FIELD – TO CONSIDER LINCOLNSHIRE RIVER TRUSTS PROPOSALS FOR REPROFILING THE BECK IN THAT LOCATION
 
Councillor Ian Russell had met with a member of the Trust to ascertain their proposals which were to deepen the bed of the beck for its full length in the new sports field, widening it by some four to six feet. The disposal of the soil needed further consideration.
  • Confirmation was required that the beck to its centre was in the ownership of the Parish Council.
  • Councillor Ian Russell would request that marking pegs be placed where the works were planned.
  • Councillor Ian Russell to arrange a further meeting with the Trust and other members of the Parish Council if available.
That the Parish Council agree to the proposal in principle unanimously Resolved.
 
150 – 18/19 TO CONSIDER WHETHER TO PARTICPATE IN THE EMERGENCY TEXT ALERT SYSTEM BY LINCOLNSHIRE FIRE AND RESCUE
 
That the Parish Council do not participate as above unanimously Resolved.
 
151 – 18/19 GRASS CUTTING 2019
 
     a)     To consider grass cutting quotation for 2019 season from current contractor – That the Parish Council continue with the grass cutting contract with Glendale Ltd at the quotation given and that it include 10 cuts of the church yard unanimously Resolved.
 
     b)     To consider entering into LCC Parish Agreement for Highway verge cutting 2019 season – Unanimously Resolved.

154 – 18/19 CLERKS REPORT
 
The Clerk reported as follows:-
  • That a resident had assisted her in repairing the village map at the Jubilee Garden.
  • That LCC had notified her that in the New Year they would be refurbishing bus shelters along the A158 of which Sudbrooke’s were included.
  • That the Lincoln Rapid Relief Team would be undertaking the cutting back of some verges in the village on Saturday 8th December. Authorisation was given to the Clerk to arrange the removal of debris.
  • That she was obtaining a quotation for cutting back of the hedge fronting the village hall – to be an agenda item for the next meeting of the Parish Council
  • She had reported deep pot holes on Nettleham Lane
155 – 18/19 CHAIRMANS COMMENTS
 
The Chairman stated that he urged all householders to look at their hedges to see if prams and wheelchairs could pass safely.
