MINUTES OF THE REMOTE MEETING OF SUDBROOKE PARISH COUNCIL HELD ON THURSDAY 14TH JANUARY 2021

PRESENT: Councillors Peter Heath (Chairman), Bob Waller (Vice Chairman), Mrs Tracey Bowman, Andy Cottam, Stuart Hewson, Ian Russell, Mike Turnbull.

53 – 20/21  PARISHIONERS ITEMS

* The Chairman opened the meeting by acknowledging and thanking local resident, Reshma, who had taken up running during the last few months and challenged herself to run 125k during November.  She had been sponsored by her family and friends and raised £255 which she had donated to the Parish Council towards the cost of resurfacing the vandalised tennis court surface.  

* Sign stating ‘No Cycling or Horse riding’ laid on ground near to bridge on Maple Drive – Clerk had already reported this to LCC Highways.

* Fencing broken and laying on ground around beck at Holme Drive/Scothern Lane junction – Clerk to report to LCC Highways.

* Enquiry from resident re works to surface of Church Lane/Nettleham Lane – County Councillor Mrs Sue Rawlins would pursue this with LCC.

54 – 20/21  TO RECEIVE APOLOGIES AND REASONS GIVEN

55 – 20/21  TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEM ON THE AGENDA

Agenda Item 11a – Planning application 142018 – Councillor Andy Cottam declared an interest as friend and neighbour of the applicant.

Agenda Item 11b – Planning application 142148 – Councillor Bob Waller declared an interest as a member of the WLDC Planning Committee and stated that he would leave the meeting when the item was discussed.

56 – 20/21  NOTES OF THE MEETING HELD ON 3 DECEMBER 2020 TO BE APPROVED FOR CHAIRMAN TO SIGN AS MINUTES

Amendment 50 - 20/21Parishioners Items - Third bullet point to read ‘It would be reported to LCC Highways on Fix My Street’.

Save for the above amendment that the notes be signed as Minutes unanimously Resolved.

57 – 20/21  POLICE MATTERS

Letter received from Safety Together Co-ordinator for Police and Crime Commissioner.  It was felt that the content was not relevant to Sudbrooke.

58 – 20/21  COUNTY AND DISTRICT COUNCILLORS REPORTS

CC Mrs Sue Rawlins had passed on via the Clerk that there were many internet and phone scams currently circulating.

District Councillor Bob Waller reported as follows:-

* That the West Lindsey Community Awards had been cancelled for 2021.

* That the Green Bins /Garden Waste bins would remain at £35.00 for the next financial year.

* That 80% of WLDC staff were now working from home.  Some had been deployed to other areas.

59 – 20/21  BURIAL SPACE AT ST EDWARDS CHURCHYARD  - TO DISCUSS CONDITION OF CURRENT GRAVE YARD AND POSSIBLE ACQUISITION OF LAND FOR ADDITIONAL BURIAL SPACES

The Chairman suspended Standing Orders to allow Revd Cannon Penny Green to join in this discussion.

Revd Green brought to the Councils attention that the space in St Edward’s churchyard was limited and would be allocated within 5 - 6 years, possibly sooner dependent upon the condition of the ground.

It was noted that the Parish Council has a duty to residents in the parish to provide a burial area.

Locations in near proximity to the church were discussed and it was agreed that the Clerk contact local landowners to ascertain if they were willing to sell an area for such use.

That a Burial Ground Working Party be formed comprising, Councillors Peter Heath, Bob Waller and Revd Canon Penny Green unanimously Resolved.

60 – 20/21  TO DISCUSS AND MAKE A DECISION AS TO WHETHER TO CONTINUE WITH THE ORDER FOR THE REPLACEMENT SEAT AT FOX COVERT

Concern about replacing the seat at Fox Covert, removed due to its condition, had been raised by local residents due to the location being a gathering place for youths and the seat rarely being used by residents.

That it not be replaced immediately but consideration given to siting a seat at that location in the future, if requested, unanimously Resolved. 

As the seat was on order it was considered that a suitable alternative site may be on the verge where the new extension to Holme Drive meets the existing Main Drive, just beyond the bridge over the beck.  The Clerk would contact the developers for permission to site a seat in this location.

61 – 20/21  TO DISCUSS AND TAKE ANY NECESSARY ACTION REGARDING THE CENSUS 2021 WEBINAR TRAINING SESSION, ATTENDED BY THE CLERK

The Clerk stated that the Census date is 21st March 2021.  Packs will be delivered to households from 23rd February.

All households will receive postal notification encouraging on-line completion of forms.  A Census telephone line will be available for help and paper questionnaires can be supplied for those not able to complete on-line.

Assistance had been sought from Parish Councils in advertising the Census in the form of posters, and suggested wording for websites and parish magazines.  That advertising in these forms go ahead unanimously Resolved.

62 – 20/21  FINANCE

a.     To consider donation to a nominated charity via LALC in appreciation for IT work carried out on the new legally required website – The Chairman outlined the work and time taken on setting up the website, training and ongoing support to the Clerk, which some Councils had paid up to £1,000 for, Sudbrooke’s having been set up at no cost to the Council.

That a donation of £100 be made to the nominated charity proposed by Councillor Peter Heath, seconded by Councillor Stuart Hewson and unanimously Resolved.

b.     To discuss and consider on-line banking for the Parish Council – It was considered that this was now the way forward for the Parish Council.  That the Treasurer arrange with the Bank to operate on line banking unanimously Resolved.

c.     Accounts for payment:-

Mrs C Myers - Clerks expenses (December) = £26.82

EKM Ltd – Repairs to play areas at Village Hall and Northfield Park – Net = £1,730.00, VAT = £346.00, Gross = £2,076.00

Scothern Parish Council – Groundworks on verges and hedge flailing – £394.65

EKM Ltd – Play area inspections December – Net = £40.00, VAT = £8.00, Gross = £48.00

LALC – 2 copies of the Good Councillor Guide (incl. postage) – Net = £9.41, VAT = £0.29, Gross = £9.70

Parish Magazine Printing – Printing Sudbrooke News December - £244.40 

Salaries = £846.66

That the above payments be made unanimously Resolved.

63 – 20/21  PLANNING

a.     To ratify comments made re planning application 142018 – Plot 2, Church Court – to erect 1 dwelling being to vary condition 2 of planning permission 140764 granted 17 June 2020 – amendment to reduce the footprint of the dwelling – No objections.  Unanimously Resolved.

Application 142148 – Rosemary Villa, 30 Wragby Road, Sudbrooke – Planning application for demolition of the existing dwelling and erection of a large house of multiple occupation (sui generis use class) with associated access alterations, vehicle parking and landscaping – resubmission of planning application 140180

Following discussion that the following that the following comments be conveyed to the West Lindsey District Council Planning Department unanimously Resolved.

‘In addition to reiterating those objections made to application 140180 the Council add the following and request that they are taken into consideration by the West Lindsey District Council Planning Committee.

 The development will cause material harm to the occupants of 28 Wragby Road for the following reasons:-

* It will cause overshadowing of the property due to the overbearing nature of the size of the structure and proximity.

* It will generate significant traffic with attendant risk for access onto the A159.

* The occupancy of up to 16 persons and their vehicles will cause noise and disturbance from their arrival, departure and their enjoyment of the outside space afforded in the design.

* The relevant planning history of this site shows that the application has been rejected on the previous two occasions. It has been re-presented in almost identical form and should be rejected.

It is also brought to the Planning Committee’s attention that the current application is an inaccurate representation of the state of the building in that it has been made habitable and no longer appears derelict as in the photographs included with the application.  This should be inspected by the Planning Officer to confirm.

NB  Prior to this item being discussed at the Parish Council meeting held on 14th January 2021, Councillor Bob Waller declared his interest as a member of the WLDC Planning Committee and left the meeting.’

That the Chairman make representation on behalf of the Parish Council at the Planning Committee meeting regarding this application unanimously Resolved.

64 – 20/21  CLERKS REPORT

The Clerk reported as follows:-

* That three applications for co-option to the Parish Council had been received to date.  This will be an agenda item for the February meeting.

* Invitations to quote for painting the Park Gates had been sent to three local painters. 

* The 50mph sign on the A158 had now been resited.

* The condition of the footpaths on Scothern Lane and St Edward’s Drive had been reported to Fix my Street and update is ‘investigating’.

* LALC are producing a survey for Councillors and Clerks which will be sent out shortly for all to complete.

65 – 20/21  CHAIRMANS REPORT

The Chairman said he was looking forward to holding face to face meetings when all had received a vaccine but until then the Parish Council would continue with Zoom meetings which were working satisfactorily.
