MINUTES OF THE MEETING OF SUDBROOKE PARISH COUNCIL HELD ON THURSDAY 3 FEBRUARY 2022 IN THE VILLAGE HALL, SUDBROOKE

PRESENT: Councillors Peter Heath (Chairman), Mrs Tracey Bowman (Vice Chair), Andy Cottam, Dave Scott, Simon Crampton, Paul Fido.

172 – 21/22 PARISHONERS ITEMS

Two residents brought their plans for the Council to look at ahead of planning application being submitted.

Councillor Simon Crampton pointed out that the way the developers have cut the trees down in the woods there may be lots of vegetation in the pond requiring hazard signs in the area.

Cllr Heath reported that a resident had requested a safety barrier be put around the pond in the woods.  The developers have stated that they will not be putting a barrier round as they do not think it is a hazard. Cllr Heath to draft a letter to Anglian Water requesting advice as the Council believe that a barrier and safety measures should be put in place.

176   – 21/22 COUNTY COUNCILLOR AND DISTRICT COUNCILLOR REPORTS

CC Mrs Sue Rawlins – no report received.

District Councillor Bob Waller stated:

S106 agreements – Three in village outstanding:

1)   Poacher’s Lane – Truelove Development – Provide footpath on Sudbrooke/Nettleham Lane – Time has not expired on this S106.  Planning obligation can be re-negotiated between CC and Trueloves. No application has been received by West Lindsey from the developer.

2)   Sudbrooke House – 5 executive houses. Footpath – to link from Church to Truelove’s footpath. Obligation triggered when first 2 houses are occupied – April. £15k now, £15k in April to be given to CC. PC needs to write to LCC at end of April – Richard Renwick – to ask for timetable of the construction – mention both. Second part of S106 – 12 car parking spaces for the church – final layer of tarmac not gone down and still some raised manholes making it a danger to cars – 12-14 weeks until it will be handed over to Church.

3)   Parklands – controlled access to Main Drive – requested on-site meeting with the developer, Parish Council, DC Bob Waller, resident and planning officer / WLDC before further correspondence will be entered into between the planning officer and the developer.

177   – 21/22 REPORTS ON MATTERS OUTSTANDING

A Burial space/new cemetery – update from Cllr Peter Heath – possible use of the multi-purpose sports area and part of the field at the Village Hall. Rev. Penny Green thinks it is ideal – space to enlarge car park, 200 square meters roughly. Cllr Heath stated that the Environment Agency offer an advisory service and would give advice to the PC as to whether the area is suitable or not.

Councillors stated that the Stuart Curtis field is too close to the beck leading to a high water table. Cllr Heath to complete the form for the Environment Agency. There is a cost to get OS map of the area £17.00. Cllr Scott suggested digging a trial pit in the area, it was agreed that the PC would need to employ someone after hearing back from the Environment Agency. Cllr Heath to write to Environment Agency – unanimously resolved.  Sub-committee formed – Cllrs Scott, Heath and Crampton.

B   Speed indicators West/Holme Drive – update from Cllr Scott – response from Road Safety Partnership – trial on Manor Drive was void due to data being corrupted so need to put it on again – will get us another box / boxes as soon as they can.

C   Proposed closure of Nettleham Lane by LCC – e-mail from a resident from Sir Edward Leigh, having written to Lincolnshire Highways, reply received 20th January stating that in its present form Nettleham Lane closure will not be pursued.  However the Parish Council had received no communication from Lincolnshire County Council confirming that this.

D   Footpath from Elm Drive to woods – to consider repair of the path churned up by machinery and the cost – cost deemed too high to put a proper footpath in.  Cllr Fido to speak to the contractors to see if they will level off the path – agreed unanimously.  If contractors won’t do this then agreed unanimously to get three quotes for the work to be carried out.

178   – 21/22 TO CONSIDER PROVIDING ALLOTMENT LAND IN SUDBROOKE, IN ADDITION  TO THAT PROPOSED IN THE PARKLANDS DEVELOPMENT

Proposed by Cllr Fido, agreed to leave in abeyance.

144179 - Land off Poachers Lane Poachers Lane Sudbrooke Lincoln - Planning application for variation of condition 2 of planning application 136427 (Planning application for 6no. detached dwellings with associated garages and infrastructure, including new bridge crossing, new passing places to Poachers Lane and the provision of a new footpath link from Sudbrooke to parish boundary) to vary house/garage design of plot 3 being variation of condition 1 of planning permission 140421 granted 5 June 2020 - changes to design of plot 2 – To ratify comments sent to WLDC Planning Department - ‘No objections’ – comments ratified and agreed unanimously.

181   – 21/22 CLERK’S REPORT

Report made on behalf of the Clerk as follows:

•   The two bus shelters situated on Wragby Road and owned by LCC are to be refurbished during February.

•   Councillor Mrs Tracey Bowman is attending the WYPF Employer Engagement Forum 2022.

•   Now that the tree near to the multi-purpose sports area has been taken down the boards around the area will be removed and replaced with wire mesh as previously agreed by the PC.

182   – 21/22 CHAIRMAN’S REPORT

The Chair expressed that he was furious with Lincolnshire County Council Highways – Richard Davies has not responded nor consulted with the PC regarding Nettleham Lane, nor told PC about the decision that has been made. Cllr Heath asked DC Bob Waller how to raise a formal complaint. The PC is currently awaiting a response from Mrs Cassell – Assistant Director of Highways.
