MINUTES OF THE MEETING OF SUDBROOKE PARISH COUNCIL HELD ON THURSDAY 7TH APRIL 2022 IN THE BRAMHAM LOUNGE OF SUDBROOKE VILLAGE HALL

1 – 22/23  PARISHIONERS ITEMS

Two residents raised concern about the proposed temporary closure of Nettleham/Sudbrooke Lane for a period of 22 weeks throughout the summer whilst drainage works were being carried out in Scothern and the increased traffic having to make a dangerous right turn onto the A158 at Scothern Lane.  

CC Sue Rawlins pointed out that the Lane would not be closed continually but only as required.  CC Rawlins stated that she would take comments made back to the LCC Highways and request that temporary traffic lights be installed at the junction of the A158 and Scothern Lane during the proposed works.

It had been brought to the notice of the Parish Council by a resident that there had been activity on the village hall playing field on the evening of 1 April resulting in a number of youths lighting a fire.  Members unanimously requested that those persons designated to view the CCTV do so and a report be forwarded to the local Police Team for further investigation.

It was reported that one of the lights at the Millennium stone was not currently working.  Unanimously agreed that the electrician previously used be instructed to undertake necessary work ready for the lights working again in the autumn.

2 – 22/23  TO RECEIVE APOLOGIES AND REASONS GIVEN

Councillors Bhikhu Mistry and Dave Scott.  That the reasons given be accepted unanimously Resolved.

3 – 22/23  NOTES OF MEETING HELD ON 17 MARCH 2022

That the notes be signed as minutes unanimously Resolved.

4 – 22/23  COUNTY COUNCILLORS/DISTRICT COUNCILLORS REPORTS

A     CC Sue Rawlins reported:

•   That there was a 5% rise in Council tax due to the large contribution required for Adult social care.
•   That there had been numerous offers from residents to accommodate Ukraines.

B      DC Bob Waller reported:-

•   The Lincolnshire Resilience Forum (LRF) are carrying out a survey to find out what the Council levels of public awareness of resilience is in case of emergency (4 April – 27 May).

•   That the new purple bins have been delivered for card and paper and residents are encouraged to participate in this recycling scheme.

•   That many residents are offering homes for persons fleeing Ukraine.

•   That the Central Lincolnshire Plan Consultation is currently underway.

5 – 22/23  REPORTS ON MATTERS OUTSTANDING

A     Burial Space/new cemetery – It was reported that previously suggested land could not be used for a cemetery due the land being covered by a covenant but another location had been offered for consideration.

B     Speed indicators, Scothern Lane – Nothing further to report on Scothern Lane but that the Road Safety Partnership should be siting a traffic measure device on Manor Drive to obtain accurate readings as the previous readings were corrupted.

C     Safety barrier at ponds in woods – update – Following further enquiries by the Parish Council it had been established that as the Parish Council does not own the ponds residents should use the area at their own risk.

D     Litter Pick – 2 April 2022 – It was reported that the Litter Pick had not been supported by residents as well as in previous Picks but there had still be 15 bags of rubbish collected.

Thanks were extended to Mr Chris Chapman who had organised the Litter Pick on behalf of the Parish Council.

E     Five a Side Charity event on Stuart Curtis Field – 9 April 2022 – It was noted that plans for the event were well in hand with numerous companies and persons donating raffle prizes, the proceeds of the event being donated to St Barnabas Hospice.  

Councillor Paul Fido and Andy Cottam would attend the event on behalf of the Parish Council.

6 - 22/23  PLANNING

A     Application 144467 – 4 Maple Drive – first floor extension – to ratify PC comments of ‘No objections’ – Unanimously Resolved.

B     Application 144607 – 73 Wragby Road – Extensions and alterations, including replacement garage and gym attached via a glazed link.  Also new entrance gates – No objections.

It was noted, due to the payroll system not yet turning over to the next financial year, that the staff salaries for April had not yet been calculated but that these would be paid at the end of April.

That the above payments be made unanimously Resolved.

8 – 22/23  CLERKS REPORT

The Clerk reported as follows:-

•   That Councillor Mrs Sandra Clayton would be attending New Councillor training on 17.5.2022.

•   That Councillor Paul Fido on behalf of the Parish Council, had planted in the Jubilee Garden adjacent Beech Close, a tree to commemorate the Queens Platinum Jubilee – Prunus Kanzan – deep pink flowering cherry which will flower around the date of the Queen’s birthday at the end of April.

The Clerk was requested to order a commemorative plaque to be sited near to the tree of which District Councillor Bob Waller offered to pay for from his Community Fund.

•   That following the notification of the grant approval of £1000,00 from IGas Community Fund EKM had been instructed to go ahead with the refurbishment of the climbing tower at the Village Hall play area.

•   The recent play equipment inspection reported that new cradle seats are required for Northfield Park play area and instruction to provide and fit these had been given to EKM.

•   That she would like to attend the Clerks Networking Day on 6th June.  Councillors agreed to share the cost of this event with Greetwell Parish Council.  Councillor Mrs Tracey Bowman also expressed an interest in attending this event and agreement was made for her attendance.

•   It was noted that the Parish Council meeting scheduled for 2 June fell on a public holiday as part of the Queen’s Platinum Jubilee Celebrations.  Unanimously Resolved that the meeting be rescheduled to 9 June 2022.

9 – 22/23  CHAIRMANS REPORT

•   He re-iterated his annoyance at the County Council still not responding to correspondence re the proposed closure of Nettleham/Sudbrooke Lane despite a complaint being made regarding this.

•   That it may be necessary to re-advertise the Food Bank collection point in the Post Office/shop due to the current cost of living and fuel increases.
